Completion of Upton Drive Reconstruction, Enhancing Infrastructure & Connectivity in Southwest Michigan

ST. JOSEPH, MICH. – (November 14, 2024) – A major St. Joseph infrastructure milestone will be celebrated Monday, November 18th at 4:00 p.m. with a ribbon-cutting ceremony marking the completion of the Upton Drive reconstruction. The event will take place at 303 Upton Drive, in St. Joseph, with remarks scheduled for 4:15 p.m. and the event concluding by 5:00 p.m. 

The Upton Drive project is part of a larger vision to improve regional connectivity and support economic growth in the areas. This newly reconstructed road, along with essential upgrades to utilities and transportation infrastructure, represents a pivotal investment in the region’s future. 

“Today’s celebration is about more than just the completion of a road,” said Mayor Brooke Thomas, “It’s about strategic infrastructure improvements that strengthen our community and support the continued growth of businesses, housing, and recreational amenities in the area. This project is a critical piece of the puzzle, improving access for residents, businesses, and visitors alike.” 

Key Upgrades and Impact on the Region 

The Upton Drive reconstruction project spans approximately 2,500 feet and includes the replacement of water mains, upgrades to the sanitary sewer system, and the installation of a non-motorized pathway that will connect to both Harbor Shores and the City of Benton Harbor’s trail network. The project also involved extensive utility improvements, including three jack-and-bore operations beneath the CSX railroad, which required coordination with multiple departments within CSX Transportation. Additionally, the full length of the water main, approximately 2,500 feet, was replaced.  

In addition to the roadwork, the project includes key environmental improvements, such as the elimination of combined sewer overflow on the south side of the St. Joseph River, enhancing water quality and infrastructure reliability for future generations. 

“The improvements to Upton Drive are a direct response to the region’s growth and evolving needs,” commented Emily Hackworth, St. Joseph City Manager. “From the Whirlpool Technology Center to the next phases of Harbor Shores development, these infrastructure upgrades are providing the necessary foundation to support growth opportunities in our community. A huge thank you to the City team that works hard to make these projects a success.” 

The project also ties directly into the City of St. Joseph’s 2016 Master Plan, which calls for improved non-motorized pathways and better connectivity to neighboring areas. The addition of over 2,200 feet of non-motorized path will help residents and visitors alike easily access the West Basin Municipal Marina, Tiscornia Park, the US Coast Guard Station, and the St. Joseph River Yacht Club. 

A Collaborative Effort 

The successful completion of this project was made possible through the collaboration of numerous public and private partners. Key contributors included:

  • Abonmarche – consulting engineer
  • MDOT Office of Economic Development for nearly $2 million in Transportation Economic Development Fund (TEDF) Category A funding 
  • EGLE Water Infrastructure Finance Section for low-interest loan and grant funding
  • CSX Transportation – utility agreements and surface work 
  • AEP – relocation of transmission poles
  • Harbor Shores – support and alignment with the project’s goals 
  • Whirlpool, Michigan Gas, AT&T, Comcast, and other utility providers

Additionally, local businesses such as Holcim, Anderson Builders, and area residents played a key role in ensuring the project moved forward smoothly. 

Looking to the Future 

The improvements made to Upton Drive will not only enhance daily commutes but also support future development in the region. Increased infrastructure capacity will support a growing residential and commercial area, while also accommodating the expanding Harbor Shores community, recreational spaces, and major employers like Whirlpool.
